Wisconsin Parental Choice Program
Pilgrim Lutheran School participates in the Wisconsin Parental Choice Program (WPCP), which allows eligible students to attend private and religious schools tuition-free through a voucher provided by the state.
Pilgrim accepts applications for students entering 4K through 8th Grade from parents who wish to enroll their children through WPCP. Parents enrolling will be asked to provide proof of their residency and their adjusted gross income (AGI) from their most recent tax return. Families can earn no more than 220% of the federal poverty level. Pilgrim’s business office must verify a completed application.
Every year, the Wisconsin Department of Public Instruction evaluates all public and private schools. Act 55 of Wisconsin state law requires schools to post their current report card, as well as alternative educational options, on their school website. Below, you will find links to this information.

Pilgrim’s application windows for the 2026-2027 school year are:
February 2 8:00 am through February 20 11:59 pm
March 1 12:00 am through March 20 11:59 pm
April 1 12:00 am through April 20 11:59 pm
May 1 12:00 am through May 20 11:59 pm
August 1 12:00 am through August 20 11:59 pm
September 1 12:00 am through September 14 11:59 pm
After applications are verified for each monthly window, Choice seats will be reserved for verified students. As per the Wisconsin Department of Public Instruction (DPI), priority is granted as follows:
1. Students who attended Pilgrim under the Choice program during the previous school year.
2. Siblings of students under number 1.
3. Students who attended a different private school under the Choice program during the previous school year.
4. Siblings of students under number 3.
5. Students who have been randomly accepted to attend the private school under the Choice program, but who did not attend a private school under any Choice program the previous year.
Families have 14 calendar days from the date of the offer to accept the seat.
